One-Card, Citizen Card, and Residence Card Solutions

History
HED manufactured China’s first contactless IC card chip with proprietary intellectual property rights in 1999. This smart chip was characterized by a 1kB EEPROM and the implementation of delegated encryption algorithm. It is in compliance with the requirements of the ISO/IEC 14443 Type A standard.


Ten years later, we successfully developed the SHC1108 contactless CPU card chip. This IC card chip featured the 8-bit microprocessor and an 8kB EEPROM. It is entirely compatible with the ISO/IEC 14443 Type A standard. Support is enabled for different algorithms such as DES/3DES and SM1. The chip meets the technical chip and COS specifications issued by the Ministry of Housing & Urban-Rural Development of the People’s Republic of China. Compliance is observed with the PBOC2.0 specification (for e-purse and e-deposit). This smart card chip has found a wide range of applications within mediums such as the citizen card, campus card, expense card, residence card, and the one-card project for public transit systems.


In 2013, we upgraded the contactless CPU card chip SHC1108, the user data space of which was extended to a maximum of 36k bytes and the module of commercial secret algorithm SM4 was added at the same time.


In 2015, CIU51L80 was successfully developed. We extend the user data space again to a maximum of 80k bytes.


The contactless series CPU is in accordance with the Department of Housing Specification (chip and COS technical requirements) and PBOC2.0 specification (support wallet electronic deposit). At the same time it was successfully applied to urban bus card project, citizen card project, residence permits, campus card programs, consumer cards and other micro-payment.



Background
1. Public Transportation Card

Our contactless IC card is implemented by the public transportation card project of Shanghai, a city known for having the most advanced all-inclusive one-card system in the world.  This system provides automated fare collection services for the bus, metro, ferry, expressway, gasoline station, parking lot, etc.  In 2002, the Shanghai Public Transportation Card became interchangeable with the Wuxi Tai-Lake Transportation Card, marking the beginning of an unprecedented change in China.


Our contactless CPU card chips are now successfully integrated into the public transit systems of nearly 20 Chinese cities including Shanghai, Xi’an, Hefei, Qingdao, Lianyungang, Fushun, Guiyang, Nanchang, Fuzhou, Shangrao, Rizhao, Yixing, Leshan, etc.


In July 2012, the Ministry of Housing & Urban-Rural Development of the People’s Republic of China revealed the first 8 cities selected for the interchangeable transportation card project.  The list included Shanghai, Ningbo, Shaoxing, Taizhou, Huzhou, Changshu, Lanzhou, and Baiyin.  In the April of 2013, another 9 cities were announced for the project including Nanchang, Yongzhou, Huludao, Jinzhou, Jiangyou, Fushun, Kunshan, Jiangyin and Huai’an.  As the designated chip supplier for this important project, HED took part in the compatibility test to ensure smooth operation.


2. Citizen Card
We are the only Chinese enterprise that is capable of providing both contact and contactless (financial) social security card chips.  The excellent performance and precise market positioning of our product meets the requirements of the citizen card, which combines city information applications with the social security card.  Up until now, our chips have been widely accepted in citizen card projects nationwide in cities such as Jiangyin, Jiaxing, Wuxi, Nanjing, Linhai, Zhenjiang, Taizhou, Hangzhou, Ningbo, Kunshan, and Wenling.  The total sales volume exceeds 25 million units.


3. Residence Card
Based on the SM1 algorithm, we independently proposed a solution for the residence card project in 2009 for the province of Guangdong.  We were authorized to be the chip and key management system supplier for this card.  Our solution was critically acclaimed by both industry experts and the Guangdong Provincial Public Security Department.


In 2012, we won the bid for the Tibet residents permit project, allowing us to provide chip and key management systems for the region.  These two components are based on SM1 algorithm for outstanding security performance.  This card was first issued in Lhasa during the final quarter of 2012.


Smart Card Chip Solutions for One-Card, Citizen Card, and Residence Card
The COS in our contactless CPU card chip conforms to Requirement for COS Technology of Contactless CPU Card in Construction Case, and China Financial Integrated Circuit Card Specifications-Part 1: Electronic Purse/Electronic Deposit Application Card Specification. Meanwhile, it has different security mechanisms to ensure its safe application, and the security mechanisms are listed below.
1. The applications are separated from each other, allowing reliable coexistence of multi applications.
2. The key independence makes it possible to set several passwords for one card.
3. The session key, which is a single-use symmetric key, is adopted to greatly improve the security.
4. The message authentication code (MAC) is applied to authenticate the message and to provide integrity assurance on the message.
5. The transaction authentication code (TAC) is generated to facilitate transactions.

Significance
With the help of our contactless CPU card chip, the residence card has become an universal product that not only serves a city, but the entire province.  Taking practical needs into consideration, small-amount payment functions are also available.


The residence card contains basic data, photo, fingerprint and other types of user information.  Space can be allocated for the family planning department or labor service department.  Select application files can be saved for municipal information.  Additionally, the user can use this card as a bus pass or to pay for goods.
